License and Certification Qualifications:

  • Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission. Upon Hire Required
  • Relevant certification, professional training, or experience in school operations, organizational management, facilities planning, enrollment management, strategic planning, or related areas. Upon Hire Preferred

Education Qualifications:

  • Specialist's Degree in related field Required
  • Doctoral Degree in related field Preferred

Experience Qualifications:

  • 5 years leadership and administrative experience Required
  • Administrative experience in a school district or educational organization Preferred
  • Experience in school operations, organizational management, instructional leadership, resource allocation, enrollment, scheduling, facilities, or related areas Preferred
  • Experience monitoring or implementing state and federal requirements in an educational setting Preferred

  • Knowledge of effective school operations, organizational systems, enrollment practices, scheduling, resource allocation, and school planning.
  • Knowledge of strategic scheduling practices and the use of scheduling as a lever to maximize instructional opportunities, student supports, and available resources.
  • Knowledge of effective approaches to building, classroom, and campus utilization that support safe, inclusive, welcoming, and effective learning environments.
  • Knowledge of applicable federal and state laws, regulations, Board policies, and requirements related to school operations and compliance.
  • Ability to analyze enrollment, staffing, scheduling, student performance, resource utilization, facility utilization, and other relevant data to identify trends, opportunities, constraints, and areas requiring intervention.
  • Ability to identify operational inconsistencies and develop systems, processes, and expectations that promote districtwide coherence while allowing appropriate responsiveness to individual school and cluster needs.
  • Demonstrated ability to lead continuous improvement efforts, identify root causes of performance problems, and develop sustainable solutions.
  • Ability to collaborate across departments and disciplines to develop coordinated solutions to school operational challenges.
  • Demonstrated ability to develop and facilitate professional learning, guidance, and support for school and district leaders.
  • Proficient in technology applications and systems used to support school operations, planning, communication, compliance, and decision-making.

Primary Responsibilities:

Provide districtwide leadership, strategic direction, and oversight for systems, structures, processes, and supports that enable schools to operate effectively, efficiently, consistently, and coherently in service of student achievement and success. Lead the development, implementation, evaluation, and continuous improvement of comprehensive systems for school operations, enrollment, strategic scheduling, resource allocation, building and classroom utilization, school planning, regulatory compliance, and other school-facing operational processes. Ensure district operational practices are responsive to the diverse needs of students and schools, maximize the effective use of human, financial, instructional, and physical resources, and promote equitable access to programs, supports, and opportunities. Partner with the Chief of Schools, cluster superintendents, school leaders, district departments, and community stakeholders to ensure schools receive coordinated, timely, and effective operational support and that district systems create safe, inclusive, welcoming, and community-focused learning environments across school campuses.

 

  • Lead the districtwide vision and strategy for effective school operations.
    • Establish and advance a districtwide framework for effective, efficient, consistent, and coherent school operations that supports student achievement and school success.
    • Develop clear expectations, systems, and processes that enable schools to effectively manage operational responsibilities while maintaining a focus on teaching, learning, student support, and school improvement.
    • Partner with the Chief of Schools, cluster superintendents, and other district leaders to identify operational challenges that affect school effectiveness and develop proactive strategies to address those challenges.
    • Promote consistent districtwide practices while recognizing the differing needs, circumstances, and priorities of individual schools and clusters.
    • Ensure school-facing operational systems are aligned with district priorities, policies, strategic initiatives, and student needs.
    • Evaluate the effectiveness of districtwide operational systems and recommend improvements.
  • Strengthen districtwide enrollment practices and planning.
    • Lead the development, implementation, and continuous improvement of districtwide enrollment practices to ensure accurate, timely, equitable, and efficient processes that support student access and effective school planning.
    • Establish clear expectations, processes, and accountability structures for enrollment practices across schools.
    • Analyze enrollment trends, patterns, projections, and student movement to identify implications for school capacity, staffing, programming, scheduling, and resource allocation.
    • Identify opportunities to improve the enrollment experience for students and families while ensuring compliance with district policies and applicable requirements.
    • Monitor enrollment practices across schools and clusters to identify inconsistencies, barriers, and opportunities for improvement.
  • Lead strategic scheduling practices to maximize student opportunities and resources.
    • Establish and advance districtwide expectations for strategic scheduling that position schools to maximize instructional time, student supports, staffing resources, and available programs.
    • Ensure schools use student needs, enrollment, program participation, and other relevant data to inform scheduling decisions.
    • Support schools in developing schedules that maximize access to high-quality instruction and targeted supports for identified student subgroups and students with specific learning needs.
    • Ensure scheduling practices strategically allocate staffing and other resources to address student needs and school priorities.
    • Establish processes for reviewing and monitoring school schedules to ensure alignment with district expectations and effective practices.
    • Partner with cluster superintendents and school leaders to identify scheduling challenges, analyze root causes, and develop solutions.
    • Promote opportunities for schools to learn from effective scheduling practices occurring across the district.
  • Maximize building, classroom, and campus utilization.
    • Lead strategic planning and practices for the effective utilization of school buildings, classrooms, and campus spaces to maximize available resources and support student and community needs.
    • Ensure building and classroom utilization decisions support safe, inclusive, welcoming, and effective learning environments.
    • Coordinate with appropriate departments regarding facility alterations, temporary classrooms, capacity needs, and other facility-related matters affecting school operations.
    • Evaluate facility utilization practices and recommend improvements that maximize resources and enhance the school experience for students, staff, families, and communities.
  • Build the capacity of school leaders to lead effective operations.
    • Develop and facilitate professional learning and guidance for principals and other school leaders related to enrollment, scheduling, resource utilization, school planning, compliance, and operational systems.
    • Plan and coordinate principal and assistant principal meetings, convenings, and other opportunities to build shared understanding of operational priorities and expectations in collaboration with appropriate district leaders.
    • Provide consultation and technical assistance to principals and school leadership teams regarding complex operational challenges.
    • Equip school leaders with practical tools, protocols, data, and decision-making frameworks to strengthen school operations.
    • Establish clear expectations and guidance as well as progress monitoring systems that promote consistent implementation of district operational practices.
  • Use data to promote effective, equitable, and efficient school operations.
    • Establish systems for regularly reviewing district and school-level operational data, including enrollment, scheduling, staffing, resource utilization, facility utilization, student access, and other relevant indicators.
    • Analyze data across schools and student groups to identify trends, inconsistencies, disparities, capacity concerns, and opportunities for improvement.
    • Partner with cluster superintendents to ensure operational expectations and district initiatives are understood and implemented consistently across schools.
    • Monitor whether district operational systems are being implemented consistently and producing intended outcomes.
    • Work with school and district leaders to develop improvement strategies when data demonstrate persistent operational challenges or inequitable access to resources and opportunities.
    • Use data to identify emerging needs and proactively adjust systems, processes, and resource allocation.
    • Routinely report to the Chief of Schools, Superintendent, Cabinet, and other appropriate stakeholders regarding significant trends, initiatives, outcomes, and areas requiring attention.
  • Ensure state and regulatory compliance for school operations.
    • Monitor federal and state laws, regulations, rules, and requirements that affect school operations and ensure appropriate district and school implementation.
    • Lead systems for communicating changes in state requirements to appropriate district leaders, cluster superintendents, and school leaders.
    • Establish processes for monitoring school and district compliance with operational requirements and identifying areas requiring corrective action or additional support.
    • Coordinate with appropriate district departments to ensure required state reports, submissions, documentation, certifications, and operational requirements are completed accurately and within established timelines.
    • Maintain oversight of district requirements related to state accountability, school operations, enrollment, scheduling, student information, instructional time, attendance, facilities, and other areas within the department's scope of responsibility.
    • Provide guidance and support to school and district leaders when compliance issues arise and coordinate appropriate corrective actions.
    • Maintain appropriate documentation and evidence of compliance and ensure readiness for state monitoring, reviews, audits, and other regulatory processes.
  • Perform other duties as assigned.
